Yes, you can be self-employed on a PGWP. You will just have to follow provincial regulations if you are setting up a corporation as a foreigner.
You also have to realize that the expectation is that you will be doing skilled work in your field so make sure the business has you doing is skilled work for it to count towards PR.
Self-employment does not count towards skilled work experience in the Canadian experience class. You can be self-employed and apply via the skilled worker class but the work itself does not count. Small business owners can qualify for extra EE points via qualifying arranged employment or recruitment exempt owner-operator LMIA’s.
