If yes then I would like to say in the case of Ph.D. the PGWP processing is not the same as other programs like masters or PG-diploma. It may take time.
If you are looking for further study for him than drop the idea and look for PNPs if he is not qualified enough for the EE.
Calculate the CRS and PNP like the SINP score and let us know.
