There may be questions but you are allowed to do so.
Apart from that, you can create your profile and check your chances for PR. Visitor visas can be given on a specific purpose and due to the COVID situation, you can’t expect it.

Thanks for your answer.my ielts score and wes report is ready but I have not created any profile till now . What do you advise is it better to apply for TRV before creating profile . With dual intent dont you think its difficult to convince visa officer that we will leave Canada before visa expires.

In reply to Support GreenTech. thank you sir for your answer i am planning to make profiles as i have still not created any profile do you advise i should apply TRV before creating profile . do you think chances for TRV refusal are more if we have express entry profile and there is dual intention .visa officer can object that we might not come back due to dual intention . do you advise i should try my luck for TRV application before creating profiles . waiting for your expert reply .

Yes, you can.
It is called dual intent.
Dual intent is present when a foreign national who has applied or may apply for permanent residence in Canada also apply to enter Canada for a temporary period as a visitor, student or worker.
