Program delivery update: COVID-19 – Students – Co-op work permit

Your dreams of completing your studies in Canada will come true once you acquire the study permit. The best thing about studying in Canada is that you can work simultaneously while completing your post-graduate course. As per the latest program delivery update, international students can board flights to Canada for higher studies and work by presenting a negative COVID-19 test report. After arriving in Canada, everyone is supposed to follow the 14-days isolation or quarantine period.

What is a Co-op work permit?

If you wish to work and study at the same time in Canada, you must get a co-op work permit. However, the co-op work permit will only be relevant if your work is integral to your courses, like an internship. By acquiring it, you can work full-time and continue to attend lectures or exams at your designated learning institution or DLI. The co-op permit will be valid for the same duration as your study permit, and without getting this permit, you would not be permitted to work full-time.

How to get or apply?

Before learning the steps to apply for the Post-graduate work permit, you should know the program’s eligibility criteria.

  • You need to present a valid work permit
  • Documents to show your need for working while studying for the course in Canada
  • The grade percentage of your co-op internship should not be above 50 % of your study program.

It should be noted that certain DLIs are allowing students to work for the co-op placement from their home country. If your school agrees, you can even work for full-time Canada jobs from your home during the pandemic.

Ideally, you should apply for your co-op permit after receiving the university’s acceptance letter, which specifies that the co-op program is a part of your course’s curriculum. You should apply for the permit usually before 4 months of the expiry date of your work permit. You can apply for the permit online and fill out the registration form, where you will have to fill in details about your address, education, etc. You will also have to pay for the biometrics processing fee before submitting your co-op application form. To improve your chances of getting selected by your school for the co-op program, it is necessary to score high PNP points.

Difference between a Co-op work permit and Open Work permit

To work in Canada, you would need to qualify for a work permit first, either a co-op work permit or the open work permit. If you have already completed your post-graduation program from a Canadian DLI and you have applied for permanent residence in Canada, then you need to submit the open work permit application. However, you will also be eligible to apply for the open work permit if you can show proof of your inability to finance your education. On the other hand, a co-op work permit is only awarded to the students if it is an integral part of a Canadian school’s study program.

You will only be eligible to apply for the closed work permit for securing a position in a specific organization if you have positiveLMIA points.

Canada with International Students
Presently, Canada happens to be the third destination in the world in terms of international students. The international student community is almost as strong as 6,40,000, and they contribute up to USD 22 billion to the Canadian economy annually.

According to IRCC (Immigration, Refugees, and Citizenship Canada), the international student population increased by almost 13 percent in 2019 compared to 2018. As many as 404,000 international study permits were issued in 2019. In the last couple of decades, the international student population has increased almost six times. In the last decade alone, it has increased almost three times.

Admission Procedure Basic Requirements

The admission procedure to study in Canada comprises of the following steps:

  • Selection of a Program.
  • Paperwork
  • Admission Requirements.
  • Submission
  • Waiting Period.
  • Visa Application.
  • Arrival.

The first step is to choose an appropriate program. In Canada, every program is taught in English. Degrees are available across a multitude of fields.

Among paperwork, the standard requirement is a motivation letter, recommendation letter, and portfolio of work experience (if available). Also, proof of completion of previous degrees is required. The best bet would be the official transcript of the previous degree. In case you are not a native speaker, an English proficiency test would be needed.

In Canada, most university applications are submitted online. Forms are readily available on the university websites for a fee.

Usually, the admission results are declared towards the end of spring. Private universities might ask for the first-trimester tuition fees, the official admission letter and admission confirmation for visa purposes, and other relevant information.

The visa process might take up to 60 days, and it involves several crucial documents. Therefore, the process must be initiated as soon as possible to avoid visa rejection. It must be noted that a visitor visa will be of no use in this case. Instead, a study permit would be more useful.

Ontario happens to be the best destination for international students in Canada. In 2019, this place was host to almost 307,000 international students, almost 48 percent of the incoming students. Job Opportunities

Those studying in Canada are eligible to apply for PGWP (Post Graduation Work Permit). Students also have the opportunity to go for various part-time as well as full-time employment across the state.

Canadian Experience Class immigration (CEC)

Immigration, Refugees, and Citizenship Canada (IRCC) again to facilitate International students with the post-graduate work permit (PGWP).

Earlier we have seen numerous measures have been taken by IRCC. They allowed educational institutes to use online platforms just to continue their process. A post-graduate work permit is one of the key facilities that students from abroad looking forward to, considering that point they even assure colleges and universities that online classes won’t hamper the PGWP of these students.

Now regarding the online classes or the students who enrolled for the online classes for the Sept’2020 intake, IRCC introduced some new measures.

Three major changes which we’re about to tell you:

  1. Students may now study online from abroad until April 30, 2021, with no time deducted from the length of a future post-graduate work permit, provided 50% of their program of study is eventually completed in Canada.
  2. Students who have enrolled in a program that is between 8 and 12 months in length, with a start date from May to September 2020, will be able to complete their entire program online from abroad and still be eligible for a post-graduation work permit.
  3. Students who have enrolled in a program with a start date from May to September 2020 and study online up to April 30, 2021, and who graduate from more than one eligible program of study, may be able to combine the length of their programs of study when they apply for a post-graduation work permit in the future, as long as 50% of their total studies are completed in Canada.

International students who already enrolled or those likely to apply for the new online courses, this is really good news for them.

So what is this about?

Earlier we know Immigration, Refugees, and Citizenship Canada (IRCC) announced that due to this pandemic travel restriction will be there for some time but they do not want to halt the study process in Canada. So far that they allowed online courses to take place for a certain period. Now that got complicated when the post-graduate work permit arises! To solve the issue IRCC said online courses will not be penalized when applying for a Post-Graduation Work Permit. But there was a condition where PGWP will be cunted only after the study permit gets approved.

Now to give International Student more facility IRCC declared that they don’t need to wait for the study permits to be approved their count towards PGWP going to start the day they start their online courses. But they have to apply for the study permit before Sept’ 15 and they must complete half of their course within Canada.

So far IRCC decided they won’t deduct the study time completed outside Canada from the length of the PGWP up to Dec’31, 2020.

Those who haven’t applied for the study permit! We suggest you should go for it as Canada will accept incomplete applications for study permits. The new 2-step process is there to facilitate International Students to start studying without having a full study-permit. However, it will be needed once every document submitted.

The Municipal Nominee Program (MNP) is on discussion, outlined in the IRCC departmental strategy.

High levels of COVID-19 make it challenging to open Canada’s borders for travelers, so Canada enforces its restrictions concerning the reopening of borders. However, Canada has been able to curve its Covid-19, and most cases remain low. Amid this COVID-19, the province and federal have carried on with the immigration programs like Express Entry, PNP draws (in Prince Edward Island, Nova Scotia, Ontario, Manitoba, Saskatchewan, Alberta, and British Columbia), as well as through Quebec’s system.
On July 24th, the minister of immigration in Canada held a meeting with ministers of immigration in provinces and territories in Canada to discuss the importance and impact of immigration amid Covid-19. From the meeting, the ministers plan to advance the Federal-Provincial-Territorial Strategic Plan for Immigration 2020-2023. The ministers are trying to make sure that some immigration programs continue in both federal and provincial. However, the ministers acknowledge the importance of international students as they contribute a lot to Canada’s economy.
The Ministers further discussed ways and means for municipal areas to benefit from the immigration instead of the biggest cities benefiting from immigration. This led to the introduction of the new immigration pathway that is the New Municipal Nominee Program. This program will distribute the number of immigrants coming to Canada.

The Honourable Marco E. L. Mendicino, P.C., M.P., Minister of Immigration, Refugees, and Citizenship said “Throughout Canada’s response to COVID-19, immigration has played a vital role. Not only is immigration helping to deliver food, fuel, and health supplies, it is also going to be key to our long-term economic recovery. We advanced that goal at today’s federal-provincial-territorial meeting through our ongoing collaboration on a number of priorities, including how best to recruit skilled workers, attract international students, and enhance regional immigration. Together, we will continue welcoming newcomers to ensure we build a nation that is diverse, prosperous, and strong.”

In recent years, a study by Statistic Canada said the year between 2000-2018 foreign workers & students increased exponentially. Over half i.e. 59% of new economic class immigrants in 2018 were former Temporary Foreign Workers.

More immigrants are gaining permanent residence with Canadian work and study experience.

Temporary foreign workers also transitioned to permanent residents with the help of more PNPs and the introduction of the Canadian experience class in 2009. Where in the case of study we can see students with the help of post-graduate work-permit joining hands to build Canada’s economy. Due to

the COVID-19 pandemic to facilitate them IRCC introduced a 2-sage approval process and earlier allowed online classes from home without harming their desired PGWP of 3 years.

The federal, provincial, and territorial ministers agreed to continue building a strong immigration system Canadians value and trust.

Ministers committed to advancing shared immigration priorities and enhancing Canada’s immigration policies and programs by endorsing the Federal-Provincial-Territorial Strategic Plan for Immigration 2020-2023. This plan sets out a vision for immigration, highlighting how newcomers contribute to building vibrant communities and an inclusive and prosperous Canada, supported by a robust and responsive immigration system.

Ministers commended the “Team Canada” response to COVID-19, supporting a flexible immigration system focused on meeting critical labour market needs, specifically in the agriculture sector, and ensuring the continued delivery of essential services for newcomers while noting the challenges and steps that have been taken to ensure the health and well-being of temporary foreign workers. Federal, provincial and territorial governments have collectively taken action to ensure the health and safety of temporary foreign workers and other vulnerable newcomers, and it will continue to be a top priority.

Ministers reaffirmed the importance of newcomers, particularly international students, in keeping the economy and Canada’s communities moving forward. Immigration drives economic and demographic growth, which are vital to Canada’s economic recovery and long-term success. While Canada’s ability to receive and successfully integrate newcomers is affected in the short term, long-term drivers for responsible increases to immigration levels remain.

Ministers also discussed the challenges of attracting newcomers to communities outside of major urban centers across Canada. Ministers agreed on the importance of advancing regional economic immigration objectives and acknowledged the proven success and the strong track record of Provincial Nominee Programs to distribute the benefits of immigration across Canada and federal pilots to address targeted regional (Atlantic) and local (Rural/Northern) gaps. Recognizing that immigration is a shared jurisdiction, ministers referenced the development of a new Municipal Nominee Program and agreed that continued collaboration is needed to enable a coordinated immigration response to community and labour market needs while supporting the ongoing success of Provincial Nominee Programs.

Earlier Immigration, Refugees, and Citizenship Canada (IRCC) permitted online courses from home countries for the fall 2020 semester and they will be eligible for the Post-graduate Work-permit, which is available for up to three years. During normal days, time spent studying in Canada is deducted from the length of the work permit.

Now to facilitate international students, an in-principle approval process has been introduced.

Canada has announced more flexibility in its immigration rules, to serve the needs of its international students.

Marco E L Mendicino, Canada’s immigration minister, said, “The pandemic has had a significant impact on international students and the Canadian institutions and communities that host them. This is why we have implemented a series of measures to support them. We value the contribution of young people seeking a high-quality education in Canada, and we’re making every effort to minimize how current challenges affect their plans and dreams for the future.”

This newly introduced norm is about giving priority processing of study-permits to those international students, who have submitted a complete application online, before Sept-15.

IRCC noted, as soon as international students receive an in-principal approval, they can count the time spent studying online abroad (from their home country), towards their PGWP.

The processing of study-permit on priority basis followed by an in-principal approval will give international students that assurance to enroll and begin their online-studies for the upcoming fall semester, even though they aren’t able to submit all required documents due to pandemic-related closures.

Adding to that, as soon as services begin to reopen, the applicants will be required to submit their documents and receive an approved study permit before being allowed to travel to Canada.

Canada’s economic growth is dependent on immigrants- “an engine”.

As the coronavirus pandemic raged across the country in March, Marco Mendicino, the federal minister of Immigration, Refugees, and Citizenship, announced his plan to battle Canada’s looming demographic problem.

More than nine million baby boomers are set to retire over the next decade, creating a potential labour shortage that, if unchecked, could raise health-care costs, upend pension payments and halt the country’s economic growth.

Mendicino proposed adding a total of one million new permanent residents to Canada by the end of 2022, a slight increase that raises the annual immigration level to around one percent from 0.9 percent currently.

According to Mendicino “Welcoming more newcomers will help to address the demographic challenges of an aging population and to compete and win in a competitive global marketplace.”

Indeed, the coronavirus pandemic has placed the country on an unexpected detour that will have repercussions for decades, according to analysts.

“We need to be thinking about how we can turn our immigration system back on. We can’t just go into this turtling, not letting people in, because it’s such an important piece of our growth,” Andrew Agopsowicz, a senior economist at RBC Capital Markets, said.

Agriculture is largely powered by a temporary foreign workforce, but the number of agricultural workers from foreign countries was down 45 percent year over year in March, according to the RBC report.

And that decline is despite the federal government exempting this group from entry restrictions. It is even offering $1,500 to help offset the cost of a required two-week quarantine for these workers.

Universities also face a potential funding cliff with the borders closed. Foreign students on average pay triple the fees compared to domestic students.

It’s basically a revenue generator for post-secondary institutions.The students can get a work permit while they’re studying, and after they’ve completed their education, they’re able to apply to stay in Canada and seek permanent residency.

International students now compose 25 percent of the University of Toronto’s student body. If 20 percent decided not to study in Canada this year, the university could see a $200-million funding shortfall in a $3-billion budget.

The situation demonstrates why Mendicino believes immigration spurs innovation. By helping to fund universities, Canada develops research that launches businesses and attracts both investment and people.

A Statistics Canada report published on June 9 noted that companies owned by immigrants were 8.6 percent more likely to implement a product innovation than a company managed by Canadian-born individuals, and 20.1 percent more likely to implement innovative processes.

Opportunity to Study in Canada with numerous efforts from Canada Govt.

Earlier the Honourable Marco E. L. Mendicino, Minister of Immigration, Refugees, and Citizenship has made several temporary policy changes to support and reassure international students and learning institutions.

  • International students who had a valid study permit, or who were approved for a study permit on or before March 18, 2020, are exempt from travel restrictions.
  • Students in Canada who were forced to study online, reduce their studies to part-time, or take a break from their studies completely, as a result of restrictions on classroom learning due to the COVID-19 pandemic, are allowed to continue working on- or off-campus if their study permit allows it.
  • No one is going to lose their eligibility for PGWP if they were forced to complete more than 50% of their program online.
  • Until August 31, 2020, international students are permitted to work more than 20 hours per week off-campus during their academic sessions if they are employed in an essential service or function.
  • Students beginning a new study program in the 2020 spring, summer, or fall semesters can begin their classes online from abroad without affecting their eligibility for a post-graduation work permit, provided they can complete at least 50% of their program in Canada.

While the COVID-19 pandemic has presented several challenges worldwide, Canada’s whole-of-government approach is aimed at protecting the health of Canadians while minimizing the economic and social impact of restrictions. With these changes, it is expected that international students will continue contributing to the health and vitality of Canada and the local communities where they study from coast to coast to coast.

As the fall season is fast approaching, the Minister has announced additional measures to support international students beginning a new program online this fall with a Canadian learning institution, if their institution is offering the program online, so that they can pursue their education while ensuring everyone’s safety.

The new measures include

  • providing priority study-permit processing for students who have submitted a complete application online, to ensure that permits are processed as quickly as possible
  • allowing students to count the time spent pursuing their studies online abroad toward their eligibility for a post-graduation work permit, if they have submitted a study permit application and if at least 50% of their program is completed in Canada
  • providing reassurances to international students who cannot submit all of the documentation needed to complete processing of their applications, and who choose to pursue programs through distance learning, by implementing a temporary 2-stage approval process

In 2019, Canada hosted over 650,000 international students at the post-secondary education level. More than 58,000 former international students have become Canadian permanent residents.

Canada wants international students and graduates to plan for a long-term career in the country. To facilitate this goal, the post-graduation work permit program allows students who have graduated from a participating Canadian post-secondary institution to gain valuable Canadian work experience.

There are numerous options for international students who wish to obtain permanent residence in Canada. Recently, Canada changed its rules to enable international students to easily obtain work permit and permanent residence.

In order to quickly obtain Canadian Permanent Residence, applicants usually need some skilled-level work experience, while we help you to find the appropriate school programs.

Post-Graduate Work Permits:

The post-graduation work permit (PGWP) is a pillar of Canada’s immigration system, allowing international students who graduate from universities and colleges in Canada to work in Canada for up to three years upon graduation. The post-graduation work permit also helps graduates transition to permanent resident status in Canada.

The PGWP is an open work permit, allowing its holder to work for any employer in any location in Canada, and to change employers freely. Neither the applicant nor an employer needs to obtain a Labour Market Impact Assessment (LMIA) before the worker may begin working in Canada.

How PGWP works?

To obtain a post-graduation work permit, you must currently hold valid temporary status or have left Canada. You must have graduated from an eligible designated learning institution (DLI). You must also submit clear evidence that you meet all of the following criteria:

  • You have completed an academic, vocational or professional training program at an eligible institution in Canadathat is at least 8 months in duration leading to a degree, diploma or certificate.
  • You have maintained full-time student status in Canada during each academic session of the program or programs of study they have completed and submitted as part of their post-graduation work permit application.   • You have maintained full-time student status in Canada during each academic session of the program or programs of study they have completed and submitted as part of their post-graduation work permit application.   • You have received a transcript and an official letter from the eligible DLI confirming that you have met the requirements to complete your program of study. The transcript and official letter must be included in a post-graduation work permit application.

Within 180 days of the date of applying for the post-graduation work permit you must also hold a valid study permit but some special cases allowed.

A post-graduation work permit may be valid for up to three years, depending on the duration of the study program in Canada completed by the applicant.

It’s now much easier for international students to get a new Work Permit after their Post-Grad Work Permit expires, allowing them to stay working in Canada for extended periods – usually leading to permanent residence.
